GST reforms shift focus towards faster refunds, simpler compliance and proportionate enforcement

The GST Council on Thursday recommended significant tax administration reforms, recommending the complete elimination of arrest powers for GST officers, an increase in the threshold for criminal prosecution, and a reduction in general penalties. The Council also approved accelerated refund processing and simplified procedures for taxpayer registration and cancellation.
The approvals formed a sweeping package of process and enforcement reforms that will fundamentally change how businesses interact with the indirect tax system, shifting the emphasis from rate changes to faster refunds, easier input tax credit, automated compliance and more proportionate enforcement.
In a social media post, Prime Minister Narendra Modi said: “The focus is clear: Faster decisions. Lower compliance costs. Automated refunds. Trust-based administration. These are in line with our constant efforts to make GST more efficient, transparent and citizen-friendly.”

Rates have not been reopened at the meeting, with the proposals instead aimed at removing inconsistencies and ambiguities that remained after the earlier exercise.
- •Sitharaman said the GST Council had mostly addressed the aberrations because of ITC and addressed the duty inversion. “I don’t think there are many outstanding issues which are fundamental to ease of doing business, or fundamental to anomalies and rates remain. So, yes, you can say GST next generation GST, 99 per cent issues have been addressed, rate or process,” Sitharaman said.
