The government on Friday said that it will not allow a monopoly in the Satellite communication (Satcom) sector, even though there were allegations from Starlink-owned Elon Musk in the last two days.
“Satcom has become extremely tropical in the last 24 hours, so let me set the record straight...India does not allow a monopoly in any sector and therefore, even as Satcom is concerned, there is not a single licensee that has been chosen. Licences have been given to everyone who wants to provide these services, and today, there are three licences that are out there,” Jyotiraditya Scindia, Minister of Telecommunications told reporters here.
Speaking to mediapersons at the India Mobile Congress (IMC) 2026, he pointed out that there was a lot of conversation about a particular party (Starlink), but there are three parties that have got licences.

- •“There is Reliance Jio, there in OneWeb (by Airtel) and Starlink. And, there is another party that is also interested in procuring a license, and now that process has to be followed by that party that’s Amazon Kuiper. Now, three parties have already got a license,” he noted.
- •He explained that once the revenue (spectrum) charges system is finalised, once each one of these parties, all three individually, based on their achievement of milestones with regard to security concerns, and prerequisites have fulfilled the requirements then, obviously they can start operations. But, that has to be a compliance that is done by each one of them, individually.
- •He also said that the security part is been looked at by the Ministry of Home Affairs, so as and when the individual companies get clearances, they can start the services.
- •“I think the government of India and the Ministry of Home has to state that you have successfully shown compliance with the security requirements. That’s when security requirements have been met and as I said, that is something that comes under the Ministry of Home, and that is a decision that will be taken by them,” he explained.
- •He said whether it was Internet Service Provider (ISPs), telcos, broadband infrastructure, it was the responsibility of Satcom, it was the responsibility of the government of India to lay out, a very predictable regulatory architecture.

“There is Reliance Jio, there in OneWeb (by Airtel) and Starlink. And, there is another party that is also interested in procuring a license, and now that process has to be followed by that party that’s Amazon Kuiper. Now, three parties have already got a license,” he noted.

That’s when security requirements have been met and as I said, that is something that comes under the Ministry of Home, and that is a decision that will be taken by them,” he explained.
He said whether it was Internet Service Provider (ISPs), telcos, broadband infrastructure, it was the responsibility of Satcom, it was the responsibility of the government of India to lay out, a very predictable regulatory architecture.
“For us in the Department of Telecommunications (DoT), we are technology agnostic, and I have said that multiple times...our job is to be able to provide the bouquet of services to every single customer. It is for the customer to choose in a free market, which service he or she prefers and within that service bouquet, which company service he or she prefers,” Scindia said.
On Thursday, Elon Musk had alleged that “certain oligarchs” have blocked his company’s Satcom services in India, attacking the Ambanis and blaming them for the delay.
