Drug awareness programs reduce unplanned opioid prescriptions in emergency departments.
Opioids are frequently overprescribed for acute pain. A 2012 Veterans Health Administration (VA) investigation revealed opioid prescribing patterns in 42 VA hospitals and found that opioid-prescribing rates were inappropriately high for acute pain. To reduce inappropriate opioid prescriptions, the VA developed a public education campaign, “It’s Time to Talk,” and launched it in 20 VA emergency departments (EDs). A before-and-after design was used to assess the impact of the campaign on opioid prescribing. The study design compared rates of unplanned opioid prescriptions in EDs that had the campaign versus those that did not. Three study EDs in the VA in Atlanta, Baltimore, and Charlotte served as case and control sites. Two of the 3 sites implemented the “It’s Time to Talk” campaign from November 2013 to November 2014. Unplanned opioid prescriptions were compared in EDs that received the campaign versus those that did not, before and after the campaign. “It’s Time to Talk” was associated with an absolute decrease of 26 unplanned opioid prescriptions per 100 patients and a relative decrease of 37.6%. Implemented in 20 VA EDs, “It’s Time to Talk” can reduce inappropriate opioid prescriptions in EDs.
